NAVAJO DAM — San Juan County is seeking public input on future infrastructure projects — but the public isn't responding.

County Operations Officer Mike Stark and County Public Works Director Fran Fillerup are attending public meetings in various parts of the county to listen to public comments.

The first two meetings generated little community response. There will be a third meeting starting at 5:30 June 26 at the Upper La Plata Water Users Association building, 1438 New Mexico Highway 170.

The meeting starts with a hearing about where to spend money from the federal Community Development Block Grant.

This grant has been used to pay for projects like upgrades to the Lower Valley Senior Center. The county approved spending nearly $500,000 of CDBG funds in 2015 for the Lower Valley Senior Center’s expansion and renovation. The project was completed in 2017. State and county money was also used to pay for the $710,000 project.

Following the hearing about the CDBG funds, community members can provide input about the county’s infrastructure capital improvement plan. The plan will likely be adopted by the County Commission in late July or early August. It looks at what the county hopes to accomplish over the next five years.

In the past, public comments have led to projects being added to the plan.

Stark said a community mental health facility was added to the plan for fiscal year 2023 after the county received community input during a meeting a few years ago in Flora Vista. The county estimates the mental health facility, which would provide 24-hour support, would cost about $5 million.

The fiscal year 2019 through fiscal year 2023 plan calls for projects such as the bridge replacement on County Road 5500 in Lee Acres, phase one of wastewater systems for both the Flora Vista and Lee Acres areas, connecting the Totah Subdivision to Farmington’s water and wastewater systems, working with Farmington on the Piñon Hills Boulevard extension project and a constructing a bike path from Farmington to Aztec.

The county has already received three project submissions from county employees to include in the ICIP.

These projects include repairing or replacing a historic bridge in Cedar Hill, extending the Kirtland Walk Paths and connecting the East Culpepper Flats water system to other rural water systems. East Culpeper Flats currently has water hauled to fill its water storage tank.
