FARMINGTON — Civil charges have been dismissed against eight former members of the Navajo Nation Council charged in July 2011 for allegedly breaching their fiduciary duties for the council's financial assistance program.

After a request filed by the tribe's special prosecutor, Window Rock District Court Judge Carol Perry dismissed the charges on May 14 against Alice Benally, Roy Dempsey, Raymond Joe, Harry Willeto, Hoskie Kee, Lena Manheimer, Lawrence T. Morgan and David Shondee, but claims remain against Controller Mark Grant.

In some cases, the special prosecutor replaced the civil charges with criminal complaints or with ethics violations filed in the Navajo Nation Office of Hearings and Appeals in Window Rock, Ariz.

Criminal charges have been filed against Joe, Kee, Manheimer, Morgan and Willetto.

Joe pled guilty to conspiracy to commit bribery in February.

In Joe's plea, he provided detailed explanations about payments issued to delegates in exchange for payments made to his family members.

The special prosecutor filed complaints for violating the tribe's ethics in government law against Benally, Dempsey and Shondee.
