ALBUQUERQUE, N.M.—The family of a mentally ill man shot and killed by Albuquerque police is suing the city.

KRQE-TV reports ( http://bit.ly/Tj3h6M) that family of Christopher Torres recently has filed a federal lawsuit claiming that the Albuquerque Police Department ignored a recurring problem of deadly shootings and poor training in dealing with people with disabilities.

The 27-year-old Torres was shot by police in April 2011 after two plain clothes officers went to his parents' home arrest him in a road-rage case.

Torres family attorney Kathy Love said the officers looked like thugs and startled Torres, who was taking medication for schizophrenia.

The two officers said they didn't know about Torres' mental illness, but Love said they should have.

Albuquerque police had no comment on the pending federal lawsuit.
